Enable billing at https://console.cloud.google.com/billing. DML queries are not allowed in the free tier. Set up a billing account to remove this restriction. Not cool!

There was a little disconnect at the start. Wasn't sure where to find the menu to get public data sets. Missing a step between the correct menu and the menu selection item but was able to figure it out
