In the Vertex AI Notebook I was not able to run cells because (1) I lacked google-cloud-bigquery-storage and pyarrow libraries (2) after that I started getting ERROR: 403 POST https://bigquery.googleapis.com/bigquery/v2/projects/cloud-training-demos/jobs?prettyPrint=false: Access Denied: Project cloud-training-demos: User does not have bigquery.jobs.create permission in project cloud-training-demos. Please, fix it.

Update the instructions to create Notebook instance with TensorFlow 2.6 rather than TensorFlow 2.3, as it does not work with the 2.3 version.
