In the Vertex AI Notebook I was not able to run cells because (1) I lacked google-cloud-bigquery-storage and pyarrow libraries (2) after that I started getting ERROR: 403 POST https://bigquery.googleapis.com/bigquery/v2/projects/cloud-training-demos/jobs?prettyPrint=false: Access Denied: Project cloud-training-demos: User does not have bigquery.jobs.create permission in project cloud-training-demos. Please, fix it.

Instruction to create notebook instance using tensorflow2.3 should be updated to specify v2.6. Lab notebook did not work with older tensorflow.
