you are missing the tensor flow kernel, and no known way to install dependent components separately.. Good advertisement for you Google

In the Select Kernel dialog, choose TensorFlow 2-11 (Local) from the list of available kernels. There is no such Kernel Getting repeated error - ModuleNotFoundError: No module named 'db_dtypes'
