The instructions are not correct. There is no Admin & IAM Heading. The username2 has to be opened in an entirely different browser in incognito. And the instructions for adding permissions to a role are incorrect.

The beginning instructions for getting to the IAM access for user 1 is incorrect, you have to use Access then IAM to get to where it tells you to go. They may have changed the layout since this was created. The one for the second user is correct though.
